Story fragments meant for other authors?

Every so often, a story idea or fragment gets stuck in my head that was obviously misdirected by whatever idea-management muse controls distribution of inspirations. This thread is for releasing those ideas and fragments back into the ether so the proper author can receive them.

I'm not sure whether this is intended as a series or as a tertiary, comic relief, character. I don't know enough about college life to write the story, so it can't be an idea meant for me; but it is a story I'd read.
