I am writing an erotica based about two adults over 18. However, I want to include a flashback where a female character bullied the main character as a teenager. Is this allowed? The sex scenes will only be between adults, but can you show characters development from when they were younger?
 
You can, as long as it is not sexual. If they are in HS and the FMC bullies the MMC in some non-sexual way, that's fine.

In one of my stories the MMC confesses to the much older FMC that the first time he masturbated he was thinking about her.
It is a statement of fact, and isn't described in a titilating way, and it passed muster.

I had a story rejected…

Where a girl was playing cowboys and Indians with two boys and was confused by her feelings, when tied to a tree and tickled.
Guess although it wasn’t directly sexual, it was close enough to raise the reviewers hackles 🤔

Ended up editing a sizeable chunk of the story introduction away.
Which is a shame because it sort of explained how she discovered her liking of a kink in later married life

A one liner sentence is usually okay, but keep the teens well away from any sexual content - no detail at all.
 
Yes, it's perfectly fine provided you don't do anything that a reasonable person would interpret as sexualizing a minor.

For example in my story 'Banging Cousin Becky In Blackpool' the narrator Ian's crush on his pretty cousin Becky dates back to when they were kids aged about 8 and having previously been evacuated from Liverpool to the English countryside in WW2 to avoid The Blitz. One day in town with their respective siblings they hear a strange noise in the skies, the air raid sirens come on and there is a German V1 Rocket - aka a Doodlebug - headed straight for them. Becky becomes catatonic with fear at the sight and sound of the menacing aircraft, and Ian has to help get her into the shelters and out of harm's way, where Becky immediately begins to cry and Ian sits holding her hand to help comfort her, and wiping away her tears. His cousin crush begins at this point.

This flashback to their younger years is kind of cute and endearing and also shows the kind of childhoods that Ian and Becky like so many kids in Britain in the 1940s endured during the Second World War. But if I had included mention of Becky's dress flying up showing her underwear as they flee to the air raid shelters and Ian liking what he sees despite the obviously dangerous and urgent situation they are in, this would not pass the reasonable person standard and therefore not be okay.
