I think you raise an interesting point...in many ways almost any possible situation has be represented (and re-represented) on lit. However, I think that people find new ways to write them and twist them. He knew he was out of his league on this one. He really wished his wife was still alive, she seemed to always know what to say or do.
Ted offered a few lame sugguestions, that not even he could buy. She let him know in no uncertain terms that she knew about sex, but just never experienced it first had. She told him that her roommates seem to enjoy it, so and she envied them. Her fear of the unknown was to great.
Ted needed a drink. Luckly he carried a portable bar the size of a small suitcase when ever he traveled. He dranked heavily as he struggled to help his beautiful daughter with this very complex issue. He shared his alcohol with his daughter stating that she probably needed it more than.
When she went to the bathroom he wondered if she was masturbating as she said was her routine. He couldn't understand it. His daughter was very well built, and could be plainly seen eventhough her attire was understating.
He gave her an inquisitive stare when she returned. She sinced his question and told him that she had in fact masturbated while she was in the bathroom.

"Please dad," she began to beg. "I really need this. You said that you would do anything for me. Does my happiness only comes when its comfortable for you."
"No...I mean. Of course your happiness means everything to me," the alcohol was making it very easy for Ted to become confussed.
"Then, why won't you help me in my time of need?"
"Because, this is wrong!"
"To who?"
"To everybody..."
"So, I'm nobody is that it..." tears quickly formed in her eyes. She went over and slumped on the bed as her tears began to flow.
Ted knew then that it was a mistaken for him to have begun drinking. He knew he had too much now, especially when he found himself actually contiplating making love to his daughter. His eyes roamed over her smooth curves as she lay on the bed crying.
He went over to the bed to console her. He brushed his fingers through her hair as she noticed the smoothness of her bare arm.

But I wonder: The college is full of young guys (and gals) .... why doesn't she just date one of them ?
to me, this doesn't sound like a good reason. I mean, there are many boys (including me) that would love to deflower a virgin.
This may sound stupid but: just look at cars: Some guys want to buy a new car and "break it in" on their own. Other guys buy a used car. Someone else broke it in, some time ago. Maybe they did it good, maybe they did it bad.
Also: what if she finds a nice boy that really loves her ? I mean, if he really loves her, he shouldn't care if she is a virgin or not.
And not to forget: she could break the hymen by herself (if she still has one - it doesn't take sex to break the hymen). Then, no one knows if she is a virgin or not.

Mabye she is unattractive or maybe .... I once saw this movie ("Mina Tannenbaum") about a girl. She was attractive, she had many friends. But one day she was attacked by a robber (with a knife). After the attack, she had a big scare in her face. And so, all her friends dropped her, because of her face ...
This could be a good reason.
Or maybe she is bound to a wheelchair. I once saw a movie "The Theory of Flight", where a girl (27) was bound to a wheelchair. She knew she would die soon (because of some disease) and her last wish was: She wanted to be deflowered ...
By the way: I also thought about something similar: There was a girl with a normal sex life. The only problem was: She was curious about anal sex, but all her former boyfriends didn't liked it. I also thought about something like this. But then she could say: I am very religious - I only do it when the lights are out.

I don't know, never been there, but the facts are the least of the problems here. Too long for the action to start. What cop would be stupid enought to go through it. I think I would try something different like:
Charming a police woman into bed. The guy should not be detured by the uniform or her tough talk. His directness is what charms her. I don't know if he should be a bad guy or not, because there have been movies about cops falling for a bad guy. Maybe he is not a bad guy...I mean killer, drug dealer, or rapist.
