Apparently there is training for the police to yell this. Here is a man that would have been going to jail for 5 years were it not for the video which surfaced. Hell not even his own lawyer believed him. Notice how the police are yelling "Stop trying to take my gun!" when the guy is already subdued (@2:46).

I understand in Prison they yell "Stop Resisting!" while the guards surround and beat hell out of the prisoners.
