Stepsister blackmails brother as part of a plan

Bro is in college, minding his own business when he gets a call from his stepsis. While chatting, he gets a pic from her in his bedroom, at a crumbled up pair of his sister's panties, with dark stains on them. Stepsis asks what they are and brother denies knowing (either sincerely or denying what he did) she then asks how naked pictures of his sister got on his computer, taking pics with her phone of the pics and the date they got uploaded, which was Labor Day weekend, when he came home. Pics are also of sis in various states of undress from that weekend.

Brother freaks, he didn't put those there...but his stepsis who is thick as thieves with his sister could have slipped in while he was in the bathroom and loaded them up but he didn't think she had the password.

Stepsis cuts to the chase. He's hers now. He does what she says and she doesn't reveal the pics to their parents. He tries to tell them, she'll deny it.

He tries to tell his sister what's going on and she sighs, telling him he shouldn't have done that. Stepsis calls him up in a video call with his sister's phone with her lying naked next to her. She then types up a text which "okay, I'll send a picture of me fingering myself...please don't send the other pictures out."

Brother then is given his first task to avoid having himself framed for blackmail.

Stepsis seems to have all the cards and is the one calling the shots...but what if it's not so straightforward? What if she has a plan beyond blackmail or isn't the one in charge?

Did I read this right?

There are apparently at least two girls involved, true sister (let's name her Tracey just to avoid confusion) and stepsister (Stephanie).

While Tracey did put her nude pics on Bro computer, Bro believed she had no access. Isn't he shocked at all when Stephanie does?

Now Stephanie blackmail Bro with threats to frame him blackmailing Tracey with false evidence they (Stephanie AND Tracey) planted, coordinated or not. I would say, that case is rather weak, but it is still plausible Bro may rather want to keep it quiet than go in lengthy explanations with parents.

It seems obvious that either both girls do work together, or Stephanie controls Tracey already; at least it seems the later is what the Bro is lead to believe.

Bro apparently do have some strange relationship with his sister if she can hope to downplay her placing those pics there at all.

Or was that some kind of *accident* forgetting to delete them after using his comp for manipulating those, but I have hard time to think why she might such a need. Print them on the no-network printer cabled to that device? Use whatever advanced software only installed there?

So, is this all a convoluted plan by Tracey to get his Bro cock?

No, the pics were uploaded as part of the plan, it wasn't something sister just did, the plan was already in motion by that point.

The motivation could be anything:

1. Tracey is actually in charge. Stephanie however is playing the part of the blackmailer so if things go wrong, blame will fall on her and she can bounce out of the house with little issue (go to live with her dad or just leave). Stephanie does it as she's slavishly devoted to Tracey and would do anything for her. Tracey either wants to make brother her slave, or see how he gets out of this and possibly even turns the tables. It also explains why Stephanie holds back, doesn't make countless backups of the evidence. Either way, Tracey gets to see a good show as she and Stephanie watch him squirm.

2. mom is actually in charge. Taking her stepdaughter aside, she let her know of a family tradition: every member of the family must either be dominant or submissive towards the other members of the family. While she isn't blood related, Stephanie can be a true member of the family but there's a catch: only one sibling can dominate. Tracey is a natural sub and easily submits to her, while Bro is an enigma. The family expects him to be dominant come Christmas and have stacked the deck against Stephanie who they see as an outsider. Mom however is fairer and allows her to go ahead with the blackmail plan. If she succeeds and makes Bro her slave before Christmas, she'll become the dominant of her sibling group, a true member of the family, and be allowed to deal in the shadowy business the family is engaged in. However, if she fails, Bro will take that role.

3. Tracey isn't specifically interested in Bro, she just needs a pawn and Bro seems to be an easy mark. She has him slowly create a network of blackmailers for her so by the time she goes to university, she's already running it.

4. No...she just wants to have an incestous orgy, that's it. Blackmail is just to make Bro think constantly about his sister and later mom naked so when the orgy happens, he's dying for release.
