I would say it is not technically incest, but if you are looking for the right place to put a story about step brother/sister sex I would put it in the incest category as I think it would appeal to the people that read that genre.

Well, I'd put half-siblings in the A- category. In the real world, cousin incest comes below step-sibling incest, since first cousins can marry in 30 states. I could see doing this ranking:
Twins - A+
Siblings - A
Half-siblings - B
Step-siblings - C

Even though they are blood relatives, first cousins can legally marry in 20 states, and with fertility restrictions (either proof of infertility or too old to procreate) another 6 are added. Many states define incest as having sex with someone closer related than a cousin, including step-siblings. So, legally, step-sibs are higher up than cousins.

Hmmm, true. But of course, I'm writing from the UK, where first cousins can marry in any part of the country. And, as far as I am aware, there is no legal problem with step-siblings marrying (any lawyers feel free to jump in at this point).

I think there is a CHYOO story with a couple of 18-year-olds who dated some, but then their parents married. I can't remember the name.
