Not really. The NSA is probably reading its telemetry streams or jamming them.The best ones to determine if it's a weather balloon would be NASA, NOAA/NWS and Environment Canada.

The "balloon" is maneuverable. I wonder if it is releasing anything nefarious into our atmosphere or if it is capable of releasing anything if it were to be shot down. In the news conference this morning the General was very evasive about how big the balloon is saying its size could create significant damage on the ground if shot down.The Chinese claim its a weather balloon of its course.
