Über is German for 'over'. As in Übersturmbannfürher.

As opposed to ünter, which means 'under'. As in Ünterseeboot.

Yes, it is German for over, but "Uber" (no umlaut - or however the hell you spell the two dotty thing) is slang, as in "uber sexy", or "uber anything" for that matter, which means super-duper, splendiferous, cannot be bettered: the ultimate.

I think uber was 2002-ish Yank slang which you could add to any word to make it better. So if something was better than something which was cool, then it was ubercool.

Never caught on over here. Mainly cause it's dumb.
