Wherever United States armed forces are deployed, the buck should stop with the Commander in Chief under whose command those troops serve.
Furthermore, State Department employees, most notably ambassadors, are responsible for faithfully representing the foreign policy of the United States as it may currently exist at the direction of the President with the advice and consent of Congress.
If the President, in concert with the Secretary of State and local embassy officers, choose a specific policy such as "no live ammo" for embassy guards, then that decision ultimately should rest with the President and no one else.
