The Minsk accords attempted to minimize the carnage by imposing limitations on the caliber of cannon that Ukrainians could use to bombard ethnic Russian communities. It is estimated that about 14,000 Russians were killed from 2014 to 2021 by the AZOV Nazi Battalion. Russia still refrained from nuking us into the stone age.

During the 2001 NATO summit, Zelenski overtly threatened to acquire nuclear weapons if NATO failed to admit Ukraine as a member. This would put nuclear weapons within five minutes of flight time from Moscow. NATO swept the threat under the rug. It was a similar provocation to the USSR installing nuclear missiles in Cuba but far more threatening.
