The policies that the Republicans are walking out on? Carbon tax legislation.

The reason for the walkout was Republicans trying to redraw the legislative districts to benefit themselves without the governor's signature. The same thing Republicans have done in other states and which courts keep striking down as illegal gerrymandering.
Seems the Democrats weren't thwarting the will of the people but instead trying to prevent Republicans from ramming down people's throats illegal districts which would prevent the will of the people.

House Republicans and Gov. Kitzhaber were unable to agree on how to draw district lines and time was running out. Kitzhaber threatened to veto any Republican map he didn’t like. The Oregon Constitution mandated that if lines were not drawn by June 30 of a redistricting year, the Secretary of State is then given authority to draw the maps (See Article IV of the Oregon Constitution). Secretary of State Bill Bradbury, a Democrat, was ready, willing, and able to draw a map that Republicans hated. The GOP decided to make a long shot attempt in to enact a Republican plan. Instead of passing redistricting through a House or Senate bill that must be signed by the governor, they wrote a Joint Resolution to enact redistricting. A House (or Senate) Joint Resolution only requires the approval of both the House and Senate to be valid (both were under Republican control in 2001). Democrats threatened to go to court, but Republicans were out of options.

Democratic state legislators in Texas adopted an unusual strategy this week in a political battle with Republicans; they fled the state to neighboring Oklahoma.
On Monday, the Republican-led Texas state legislature was preparing to convene when it suddenly became apparent that virtually all the Democrats in the Texas House were nowhere to be found.
Republicans quickly ordered state troopers and the legendary Texas Rangers to round them up. But the Democrats were one step ahead of the law. They fled to neighboring Oklahoma and set up shop in a hotel.
The State Police have been ordered to find and bring the renegade GOP members back. The GOPs response? To tell the police to send bachelors because they will kill them. And here once again, instead of following established laws...republicans create their own. Threatening murder to get their way. Nods head. Those that support traitors...are traitors.
