Mmmm...not Carter, who supposedly has a high IQ. Not a few others I can think of, either. But in essence, I think you're right; they all think this way.

I'm also thinking John Adams. The press was never more tightly controlled than during his administration, and the XYZ affair caused the specter of war with France to loom heavily on the horizon. I'm not sure about the ethic minorities, but I'm guessing either German or Irish.
