I believe she's referring to an embarrassing thing that can sometimes happen when we wear looser skirts - when you sit down the hem of your skirt might get stuck to the back of the waistband, so that when you stand back up the back of your panties are exposed. Depending on how charitable the people around are and how windy it is that day, you could walk around all day inadvertently flashing everyone.
