The Biden administration did. Harris supports the Senate deal and will push for passing it (for the third time) once elected.

The opposing candidate has no legislative plan and will continue to pursue authoritarian executive action which will continue to be blocked by the courts.

That is irrelevant to their arrival dates. If you wish to pin their being let into the country on this administration, then probably should leave out the ones who arrived prior to it.
