Accused of Touching Girls With Feather Duster

HOLLY HILL, Fla. (APBnews.com) -- A convicted child sex offender was arrested this week after complaints that he dressed up as a clown and inappropriately touched several young girls at a Christmas parade.

Norman Edward Rose, who turns 64 on Sunday, allegedly donned a familiar disguise and joined a weekend march in this city on Dec. 2, although he was apparently not invited.

Police say parade-goers alerted patrol officers that a clown riding a scooter was touching children inappropriately.

"Two of our officers noticed that he was brushing young girls in the crotch area with a feather duster," said Holly Hill police Sgt. Stephen Aldrich.

He said the officers told Rose to stop what he was doing and leave the holiday parade.



On Dec. 4, police received further complaints from people who also had allegedly witnessed Rose touching other girls at the parade, he said.

Officials learned that Rose was a registered sex offender barred from contact with anyone under 18. His probation officer was notified, and the suspect was arrested at his delivery job on Wednesday, Aldrich said.

Officials said Rose is being held without bond in the Daytona Beach Jail until a judge hears his case.

"If it weren't for the fact that he was on probation, it would have been hard to arrest him," said Jo Ellyn Rackleff, a spokeswoman for the Florida Department of Corrections in Tallahassee.

Klumpy the Clown

According to state records, the suspect was convicted in September 1995 on two counts of lewd and lascivious contact with children under 16. He was sentenced to five years in prison and nine years of supervised probation, the terms of which were to run consecutively.

State records also show he is known by the aliases "Klumpy the Clown" and "Papa Rose." He lives in a rural part of Volusia County in a mobile home.

Rose is married and has three young grandchildren, and he plays steel guitar in local clubs, according to the records.

His former private defense lawyer, Gail Graziano, did not return phone calls seeking comment.
