It's traditional that the incoming President give the address, as Trump did in 2017. Considering we have a cadaver for President, maybe Trump should have.

Hmmm....you're sorta right. I remembered the speech, but it seems to have not been labeled as the SotU:
"Delivered on February 28, 2017, the speech was not officially deemed a "State of the Union address"; like the freshman addresses of President George H. W. Bush, Bill Clinton, George W. Bush and Barack Obama, President Trump treated this speech as simply an "Address to a Joint Session of Congress."
