At 18 within three or four months at most the Government assigns each young person a spouse for the next ten years. That spouse will be at least 50 years old and will teach the young one about sex, homemaking, etc. but they will have no children.
At 28 that marriage automatically ends and the young person marries whomsoever they want of (roughly) their own age group and raises a family for the next twenty-five or more years.
In the third part of their lives (in their fifties) they are each assigned an 18-year-old to teach for ten years.
Finally in their sixties each person is free to marry, cohabit, or whatever, with their own choice of partner, spouse, or whatever.
The possibilities are endless, from a really sexy "First Time" to a "Group Marriage, whose baby?" to a "sunset years romance". For those who can write such complex stories, there is the possiblity of mistakes in the assignment system so that an 18-y-o gets another 18-y-o, or a 65-y-o, or someone of the same sex.
