I like the idea of a security guard abusing their power but I would have it be different, I would have him be a very large and menacing type and he is frustrated with his job. He also works at a department store instead of espionage, he sees the woman shoplifting and when she goes into the change room he busts in catching her. He takes her into his office and that is where she tells him how pathetic he is but he knows he has the upper hand and threatens with the police. She finds herself being made to amuse him reluctantly but it is better than being arrested.

Im removing the threat component. After he hears her slur he is going to report her. Hes dead set on it until she forces herself on him.

Also he can be a balding HR guy instead. He wife just divorced him.
