All I heard was that there were "secret" talks about surrender going on with some of the inner circle and possibly some of the Replblican Guard. Was on CNBC.

Secret as in the specific identities are still secret. Releasing this info is beneficial because it might make the Iraqi troops think twice about staying if some of Saddam's elite troops are thinking about surrender.
