Sadly, I don't think there's a real safe way to get too involved with strangers. It's my understanding that there is no test for males who carry HPV ...and any test for any STI/STD is only as good as of the day of testing (unless the person has been celibate since the test). Sorry to be a party pooper 
Seems like "friends with benefits" would be the best, but it takes time and trust to make that work.

I don't know if any way would ever be totally safe.
A swingers club or a swingers party (house party, hotel takeover, etc) would provide a controlled environment, and plenty of willing strangers.
A bar at an upscale hotel will also offer a degree of safety.
