Police Reform is a code word for rewarding bad behavior. The politicians who have governed for decades are now calling for "reform". The only meaningful reform, obviously, would be their resignation since they are responsible for the current state of affairs. How could you be a mayor or governor for over a decade and say, with a straight face, "we have to reform the system" (which I created). Our Mayor caved after the riots and now says there will be no arrests for "low level offenses". What the fuck does that even mean? Jesus Christ can they be anymore out of touch. "We must not infringe on an asshole's right to break the law." They are saying in no uncertain terms that they care more about the robber than the person robbed. The simplest way to avoid negative interactions with law enforcement is to obey the law. If George Floyd was at work instead of driving impaired and passing counterfeit bills, he would still be alive today.

You don't necessarily have to place handcuffs in people. Lots of offenses can be handled by a catch and release procedure where the cop."arrests" you and releases you with a summons to appear.

Yeah, you can ignore the summons. Fines and penalties, and suspended licences and assorted headaches tge bureaucracy can fuck your life up with will eventually gum you up.
