I respond to all PM's even if not interested.

I think it's a common gesture of courtesy to acknowledge someone who's trying to start a conversation with you.

Even if you just say 'not interested', it's more polite then ignoring someone.

Does anyone have any thoughts?

Quite frankly, I don't feel I owe any response to anyone who sends me a PM...if it is someone I have never interacted with. I find it rude when dudes send me a PM and they have never even said "hello" to me on the boards. Seriously? You feel you are entitled to a reply? Holy crap!
