Get a photo resizer from Download.com (part of CNET) or if you have an HP machine the HP Image Zone program edit function will allow you to resize by % or by pixels while maintaning the ratio in proportion.

If you don't want to download software go to www.gifworks.com, upload the gif file, resize it, and then save it again.

I take it you're having troubles resizing animated gifs?

Irfanview is great for managing still images. But while it can display animated GIFs it cannot edit them.

Gifworks.com is a good free option for the occasional editing of an animation, but you'll need to find an "animation editor" to download if you're planning on doing a lot of work with animated GIFs. "Animation Shop" which came on the CD with my copy of Paintshop Pro is a serviceable tool for editing animated GIFs but it's neither cheap nor free.
