Right. Perhaps a simple set of instructions would help?

Go to your control panel.
Hit the 'Edit Options' button on the left side of the page.
About 3 checkboxes down the page, you'll see one that says 'Enable Private Messaging.' Check it.
Go to the bottom of the page. Hit 'Save Preferences.'
Et voila. PM's are enabled.

sometimes you have to log out and back in again after settings are changed in the control panel.
