Oh you know...it's "death by a 1000 little cuts" strategery.

Here in Texas, anyone over 65 (aka core Republican bloc) can automatically vote absentee, but anyone younger than that (working class folks) has to have a certified note from their doctor to vote absentee.

And let's not forget the little things like jiggering it so that there is one voting location containing 4 voting machines for a 100,000 precinct of minorities, and four or more voting locations each with 20 voting machines for an equivalent white community.

And they gotta keep the women in line too. Get divorced and change your name on your drivers license? Gotta take time off and re-register your name on the voting rolls too. It used to be you could sign an affidavit (or better yet...motor voter automatically changes it), but now it's exact name match, to keep the female votes lower.

Oh...and college students! State-funded colleges issue ID that is expressly prohibited from being used as proof at voting locations now. Too many non-Republicans, dontcha know.

We have the reverse in the UK. The Electoral Commission has recommended boundary changes to reflect movements of the population. The Labour Party has been resisting for years because it would probably give the Conservatives a four to five-seat advantage.
