I haven’t tested this in the forum update, but I believe if one PMs a user who has them on ignore, the recipient will not receive the message.
On a related note, I do know that a person can leave a PM conversation and will be prompted to opt to allow or block future conversations. I like that feature so people have some control on who can send them PMs without necessarily ignoring them entirely.

I don’t know if it will be evident to the person who sends the message, though. I really don’t know. It may still look like being ghosted, like the message sent and they just never responded.

Agreed. I am not one to delete messages, anyway. I loved that I used to have a larger inbox as a mod, but I really like that we all have seemingly unlimited storage now. We can all organize to our preference.
