No, the world doesn't need a policeman and indeed really can't have one, because there's no way everyone would agree on who should be it (nor should it be any country's responsibility). But that's what coalitions and multilateral agreements are for, and oh, look! - the one we had with Iran was working just fine. WAS.

I think if you nuked several Iranian cities and promised to nuke more, you could convince the rulers to allow a few 10 000s, maybe a few 100 000s, of inspectors into the country, freely roam any place in Iran, carte blanche.
