I have seen a couple of threads where there's a radial button dialog asking people to rate "something". Is that an option the general masses can have access to? And if so, how?

It seems like rating is an option with just about every thread. When I opened this one, there was a link on the upper right hand side that said 'Rate Thread' and when I clicked on it, there were radio buttons with different ratings. I'm using the 'Imagize-Liquid' skin, BTW; other skins may have it in a different place or style. It doesn't seem a lot of people use this feature here though.

It may be coded to postcount, with the icon/link only appearing once you have reached a certain post benchmark. A preventive measure to keep ALTs from low-rating threads trollishly. This is a pretty common thing to do, especially when you have a large forum community and a known ALT/Troll problem.
If not, it is probably a skin edit oversight. Try switching between the different skins and see if one of them reveals an icon/link to rate the thread.
EDIT: Just switched temporarily to the skin noted earlier as having the link, and it isn't there for me. So it must be tied to postcount or some other benchmark.
