One inquires, one evaluates, one determines if and when it becomes necessary to intervene, then one acts accordingly. One might need to punish both, in this case, the former for allowing herself to be thusly compromised, and her nominal punisher for herself failing to administer appropriately under the circumstances as they manifest. It's a judgement call.
