I know I can build one like that, so it's possible. But it'd be really tricky to balance it so that it brings the sub really close and not lets her cum. Because the time needed to reach climax can vary tremendously. If you were building it with the aim to stay on the safe side, you'd probably end up with something that doesn't bring her even close to orgasm most of the time. It'd still be erotic and stimulating, I imagine, and pretty annoying in the long run. But torture? Punishment? I doubt it.
