Years ago I wrote a patsiche of Sherlock Holmes, and was suprised that it got categorized as a "Celebrities" story (I don't think "fanfic" was a thing back then).

I'm planning a story where a bunch of 1930's and 1940's Hollywood stars appear in the protag's imagination and speak to him, much like the way Humphrey Bogart appears in Woody Allen's "Play it Again, Sam" -- strictly and obviously they're not "real" in the story.

Would a story like that have to be categorized as Celebrities + Fanfic?

It depends. Probably. Definitely if the historical figures participate in sex scenes. I’ve gotten away with mentioning celebrities as a character’s crush, past relationship, or acquaintance in a story and not having it in Celebrity, but what you describe probably should be there.

Relax, it’s not a bad category.

For me the question is always, what's the erotic focus of the story? Suppose you have an erotic story about a man wooing a woman and he has imaginary conversations with Humphrey Bogart. Is that a Celeb/Fanfic story? I would say not, because the true focus of the story is the relationship between the man and the woman he's wooing.

I'm guessing it would come down to whether or not the (imaginary) celebs have any sex or sex-adjacent activities going on. If not, it could plausibly go elsewhere, by the same logic that one character talking about sex with their friends wouldn't shift a story from, say, Lesbian to Group Sex if the only action is a FF scene. Although if you spend considerably more time detailing the imaginary interactions to the point that it overshadows the sex, that might swing it back in favor of celebrities/fanfic.

That's probably how my story will go.

With respect, I disagree. Celeb/fanfic is a ghost town.
To the OP I advise doing anything to keep from having your story there, and unless Bogart is the central focus of the story I don't think it belongs there.

I have gotten plenty of favorites and comments from my many stories in Celebrity. I enjoyed contributing stories to it also. Give me the right idea, I might just do it again.

Based on my experience, I agree. Fanfic may be extremely popular on some sites, but it appears to be one of the least-read categories at Literotica. My one fanfic story is one of my least-read.

That's not a reason to avoid the category if you want to write a genuinely fanfic-type story, which is what I did. I regret nothing. But if you have a choice of categories, I wouldn't choose that one.
