Most of the "Edwardian musical comedy" era of musicals are Public Domain.
However, among these, what might be the most fun to see someone spin a tale out of, might just be "The Quaker Girl".
A girl from a Quaker family gets turfed because she drinks some champagne, and ends up in Paris where she becomes a fashion sensation and you get all the cutesy clash of high fashion and stiff resistance, with some great songs like "A bad boy and a good girl", or "Something to tell" that could be twisted so very easily into something... Explosive.
