Every good citizen spends two years between 18 and 25 in public service. Military, Civil Service, Agriculture or something else.
I chose something else.
In a future society, a research team discover a link between societal harmony and sexual satisfaction. Implementing a government sponsored free brothel in a major North American city reduces crime almost 95% overnight. The rest of the world takes note. The project is much too expensive to roll out on a universal basis though.
So begins the propaganda. Appeals to patriotism and national pride are utilized to encourage young people to serve in the Personal Services Corp. Emphasizing the importance of protecting the country's security, contributing to national wellbeing, and being part of a noble cause resonates with individuals who feel a strong connection to their nation. A general destigmatizing of sexuality, fetishes and extreme appetites along with advanced body modification and cybernetic technologies leads to a huge number of volunteers and overnight almost 20% of 18-25 year olds world wide are available for sex in free government centres. They call them "Barns"
