Somehow your threads keep catching my eye. First off, if you are uncomfortable, then don't. However, would anyone be asking without some interest so I will focus on the logistical content of the post?
Fully nude I haven't done in years and was rare, but topless or top exposed, I still do a few times a year. Overall, I would recommend a skirt, no panties, and a stretchy top you can easily pull up and down. You could just wear any top and lift it up, but they fall down. I am not overly concerned about the police. Main key is break only one law at a time. No outstanding tickets, nothing else illegal, all paperwork in order, be polite, friendly, and respectful. Being you will be with a man, in my experience if stopped, they will have you get situated, have you walk away from the vehicle with them, and confirm that this was by your own will. I've just answered honestly that hell yeah, it was my idea, I though it would be exciting, and they shook their head and chuckled and told me to end the fun. A friend in law enforcement mentioned he takes exposure from women less seriously, assuming no kids around, not being disorderly etc and said it is because of why and escalation. They are usually just young chicks going "woohoo" and not trying to intimidate someone and that they'd never encountered escalation like breaking in to apartments, stealing panties, or sexual assaults, which they have seen in men. Of course, it is a risk, and this is just my experience. As for pictures on the internet, I've put pictures and videos of me driving topless on the internet so that ship has sailed. The thought never occurred to me and doesn't bother me all that much. Covid times though, you could wear your mask.
If actually wanting someone to see, I have found truckers to be a solid choice. Well over 90% are men, they aren't known for being overly timid, and they have just always been so friendly and polite about it. Sometimes, you can even find signs they are likely to welcome it, such as stickers or stencils of like "Be a flirt, lift that shirt", "Show me your rack" or erotic decals and what not. Again, just watch for the truck drift.

Back in the pre-covid times when I travelled a lot for work I found a hotel in London near one of the railway stations. If you got a room at the back of the 3rd floor people on the train could see right in the window.
