When you submit a story there are two boxes to be checked at the bottom of the submission page. One is to allow voting on the story, the other says public comments.

What does the public comments button do/mean?

public comments are for anyone who wants to comment on your story in public. Not by mail but by being tagged on to the end of your posted story.

If you enable public comments then readers can leave somment son your work which show up on the last page along with the vote option.

At the bottom of each story is an option to vote and an option to leave public comments with secondary voting scheme. If you check the box, people can leave comments, if not they can't Same with voting... your option. Check one of Colly's stories she seems to get lots of comments.

No, it's wearing an old-fashioned fireman outfit. You're right, though. It does look like hell.
