What if there was a country that was just as powerful as the U.S.A but it was radical feminist ruled? They wouldn't wage war but would secretly kidnap any one that criticized their policies and government. The story would follow a man who is looking for someone that was important to him but mysteriously disappeared when they called out the country at a U.N. event.

The stealth-war strategy works best in an environment of power asymmetry, IMHO. The matriarchy (ruling the developing nation of Sierra Madre) does NOT have the means to wage an obvious war against any First World nation. Hence the disappearances, and not just in USA. Patriarchal MCP Neanderthals (of any gender) around the world tend to vanish. Our intrepid investigator Ned wonders: Who's next? And will the missing *really* be missed? Meanwhile, Alicia, the prime agent of The Matriarchy, finds herself conflicted. She knows Ned is probing and might unmask her and The Matriarchy's schemes. But he's cute.

Kidnap internally or externally?
If internal-only, people outside the country would be free to criticize them.
If external AND internal, they'd likely be more powerful than the US.

Any criticism?
What if someone criticized their trade policies? Let's say the leader of the American turnip growers association accused the Matriarchy of dumping turnips in America? What if the Matriarchy was criticized for selling oil to the North Koreans? What if the leader of the Sea Sheppard Society not only criticized their illegal whaling in the Antarctic, but interfered with such whaling? What if Gloria Steinem accused the cabinet of the Matriarchy's national government of not being racially proportional as their society is in general?

What if 1 million Americans openly criticized their government? or is it only prominent Americans?
Look at Putin: while he has had the odd critic assassinated—and assassinating is easier than kidnapping, many still persist.

What if reports of such kidnapping lead to increased criticism?

One possibility is that this Matriarchy has recruited 1000s of former intelligence agents and officers throughout the world—with many applicants and recruits from Trump's America. As they might be dual citizens, it would make the process of infiltrating America easier. American feminists might be accused of being agents.
