I'm going to take a wild stab here at the reason and timing of the UN move.

The UN has intensified a crisis purposely. I suspect that their hope is that by fomenting a higher level crisis with North Korea they can deflect the US with regards to Iraq. Or at least cause us to freeze our military assets in place.

There is nothing in the UN finding that wasn't known quite some time ago. Consequently, if the information was known then the only other issue is the timing.

This will really complicate the diplomatic initiative that was under way.

I'm not terribly concerned that N. Korea will use their missles against the US. But I wonder how many of those that live on the west coast that were jawboning against the anti-ballistic missile sheild now wish it was operational?

Wrong. I was in Japan in '97 and there was a big stink over there. It seems that the N. Koreans off loaded a shipment of wheat, loaded it right back on a freighter and sold it on the wolrd market to get hard currency for their weapons programs. This was heavily reported in the Japanese press, while in the States the press was bemoaning how the poor people of N. Korea were starving. Hell yes they were starving, their government was selling their food.

So did I. But MAD is no longer an operational concern. It's the rogue states like N. Korea. States that can launch a couple of missles and take out Seattle or Los Angeles. Just a few million die not the whole country.

And if that were to happen, how many would be crying about their government not protecting them?

It is interesting to ponder.
