Whatever you do, if you have an LED screen DO NOT grab a rag and some Windex. You will all but ruin it. You will actually create streaks that you cannot get out. It will be where you have damaged the coating.

Go to YouTube and research how to do it right. NEVER use a wetting agent on an LED screen.

It probably has something to do with bad power. What I would recommend is taking a fork in jamming it in the outlet and seeing if you can get some of the junk off of it. Perhaps it's a problem with the power cord in which case you can just chew on the power cord and that may help alleviate some of the unwieldy electrons.
