No, it wouldn't be considered bestiality because the apes mentioned are intelligent. Creatures like werewolves, unicorns and other mythological creatures are allowed special considerations.

My BRIDE OF KONG series involves GM-enhanced primates and hybrids who talk and fuck humans. Enhanced by science, not magic. Works just fine.
I recall a mainstream SF tale about a wise, well-dressed old GM-enhanced bonobo who delighted in seducing the human female scientists and agents assigned to him. Hmmm, I think that was in one of Kage Baker's COMPANY series. Gotta look that up. Anyway, magic isn't necessary, just a technology sufficiently advanced that it is easily mistaken for magic. Sort of like if a 1910 electrical experimenter was confronted with solid-state circuitry. Looks like magic!
BTW the PotA stories / films / fanfic do absolutely nothing for me. I'll stick to Kong, thanks.

Genetically Modified. And that's not about being a newb I've never seen that particular abreviation before it's just obvious (to me) in context. But magic apparently isn't necessary. Magic, Science, aliens. Planet of the Apes would just be plain old regular evolution (at least that's the implication of the original movies as I recall it. The remake that everybody hates seems to imply that space does fucked up shit to genes and the current series has some sort of magic virus but you can do whatever you want there.
So I'm unaware of any Planet of the Apes erotica on lit, I stumbled over a very dark comic of it a few years back but I'm sure you could google it if you want it. I'd bet money there's an actual porn movie of it. There is nothing stopping anybody from writing it here though. Talking apes that ride horses and use weapons is more than sufficient.

"Supernatural" while it is commonly used to explain the mystical, just means unnatural or extraordinary. Something not commonly seen in nature or exceeds what is natural.
Talking, thinking, reasoning apes don't occur in nature so they are "supernatural." However they got intelligence, it doesn't matter, it's supernatural.

This reminds me when I had an hour long discussion with a friend of mine who didn't understand that "terrestrial" and "extraterrestrial" have two totally different meanings. XD
Terra. Terra-firma. Terrain. Terrestrial. terra- meaning "of earth or earthly origin."
Extraterrestrial. (like Extrasensory) "extra-" means "something other than" So extra-terrestrial means 'something other than - of earthly origin.'
I'd swear he was playing me for a fool, but no. He was getting mad that I was trying to say that the two words had different meanings. He thought they both referred to UFO's.

One thing to remember is that the great apes are all smaller than two inches when it comes to their apehood, and even though human males are pretty speedy already, the other primates have us beat.

Even if that is true in real life, there's no reason they can't be better equipped in a story. After all, if they can evolve intelligence, speech, and the ability to use tools and ride horses, they can certainly evolve longer schlongs.
On the other hand, you could let them keep their tiny tools. That's all the more reason for the female apes to use human males as sex slaves.

I've seen enough videos of chimps using spears to hunt bushbabies, communicating via sign language and clearly solving complex problems to support this statement. Considering cats and dogs can clearly communicate I'd be a bit shocked if monkey screams didn't have some meaning as well.

I am just giving a basic understanding of what qualifies for allowable subject matter in a gray area. English speaking monkeys are okay to have sex with because they don't exist in nature, period.

As long as they're all (or half) robots, it's OK here. Here's a permission matrix:
