Well this is still America (for now).

And this is about going after more grifters than just the MAGAt in chief.

Sloppy Steve B needed a pardon to evade justice for wire fraud, etc. If the MAGAT cabal associated with the current wire fraud probe are found guilty, there won’t be any pardons coming this time. The MAGAt in chief may have a pocket pardon, but I don’t think that covers things that happen after leaving office.
