Those caravan traders in the desert, thousands of years ago, to protect themselves from pirates and raiders and high taxes in variius towns, banded together to insure themselves, by sharing the risk of doing business.

So it was throughout the shipping age and once enough free market intellect was accumulated to understand actuarial tables and risk in various trades, entrepreneurs volunarily paid to insure or share the risk of business ventures.

It's not actually socialism in the strict sense of the word, it's a form of socialism, in that an authority collects the money and then redistributes it arbitrarily, with the distributees having no recourse as to the equity of the redistribution.
