What do you do when you love someone and want to tell her as I think it will work out great for both of us, especially since we've known each other almost all our lives, but she's already in a relationship that seems to be budding into something serious with a guy that can provide and offer her things that I can't?

Avoid comparisons: they are death to all relationships, especially auto-comparisons.

Be totally yourself, that's the most you can offer: it's everything you want to have accepted.

Remind yourself that each relatiuonship, each love is unique and concentrate on your own love for her.

I still keep in touch with my highschool sweetheart - I can't help it - he's related to my sister. We've never "been" together but I still think about the guy I've known all my life and what would have been if I hadn't been so independant and moved away.

Take a chance and hopefully it'll work out - but if not - your soul mate will come along as mine did. Good luck!
