What is going on?

A 24-year-old's excuse for carrying a bomb aboard an airplane was that he forgot it was there???

We need to bring corporal punishment back - for 24-year-olds.

I think he should be imprisoned anyway. There are two possible explanations.

a) He is as genuinely stupid as he sounds.
b) He was planning something sinister.

Either way I think he'd be better kept away from civilised society.
