Disaster aid is paid for by money confiscated from the taxpayers. I'm quite sure there's zero in the mission statement of FEMA about the application of political litmus tests to recipients of that aid, blubber Belly.

If a state refuses to take steps to mitigate it's losses due to natural disasters whose effects are increased by climate change why should the government step in to help them?

It was absolutely comical to watch a Florida official dance around the term "climate change" when asked about their disaster preparedness plan that will have to include climate change by 2016.

This doesn't affect disaster aid after the fact. FEMA is still going to come aid those displaced by hurricanes, etc. no matter how idiotic their state governor and legislature is.

This concerns federal funds to be used in preparedness programs. FEMA has always been tasked with deciding which programs in individual states qualify for disaster preparedness money. This specific requirement has been in effect since 2012 and will be a requirement in the next preparedness report sent from each state after 2016.

If your state's disaster preparedness plans do not include provisions for the possible impact of climate change on those disasters then your preventative projects will likely not be approved for federal grant money through FEMA. Plan for the worst or use your own state's money for insufficient efforts.

I've already explained that this is neither a new or radical change from the way FEMA disaster preparedness funds have always been distributed.

Texas and Florida can continue to chortle about their lack of a state income tax, knowing full well that should a hurricane strike, the tax dollars of everyone else will bail them out yet again.

New guidelines for qualification for federal disaster preparedness moneys come out regularly, Mr. Moron.

The requirement that states comply with these or foot the bill for their own insufficient preparation measures is nothing new. Nor is the fact that FEMA has the final say on which projects qualify for federal grant money for implementation.

Go ahead, refuse to comply and wonder why FEMA won't give you money to piss away on poor planning.
