Your argument fails because it's a false dichotomy. They may be outsourcing them, but the surveys show they are doing it because of Obamacare.
The data is out there if you have the honesty and intellectual curiosity to look.
Obamacare is a miserable failure. It made insurance more expensive and added very few people to the insurance rolls. Most people on Obamacare had better and less expensive policies before the ACA was passed. The coverage mandates of the ACA made good coverage unaffordable for many, if not most, small businesses. They responded either by offering only high co-pay, high deductible policies or by no longer offering coverage at all. The later option left their employees uninsured or obtaining insurance from the exchanges, which cost them a lot more for inferior coverage.

As a nation we're too corrupt to set priorities, and the elites demand the lion's share of government resources.
With tax income of 4 Trillion we should be able to afford Social Security/Medicare, Military, Education, Infrastructure, and another 4 or 5 programs. But we piss away much of our wealth paying off the elites and dictators.
I mean, Obama needs Air Force ONE simply to haul reporters around for free.
