I can only theorize. I think Renner wanted more screen time in Avengers 2, so they did that whole thing with his family, which made the thing with Black Widow a bit weird. Hawkeye was barely in Civil War.

And when he was in it he was bitching about being there fighting like the superhero he's supposed to be. Maybe he's just not a fan favorite for the movies. In comics he's pretty well liked but sometimes that doesn't work in movies.
