I'm pretty sure he did say that but it's hard to keep track. There are so many things that Obama never did that everybody knows he did that it can occasionally be hard to remember which is which. I only remember that because it was on Telemundo and was about immigration reform, the Dream Act specifically.

Wait, what is this? Why are these "conservative groups" and "liberal groups" being "charged fees" by the EPA at all? What are they doing, that is of interest to the EPA? You generally don't need EPA permission to hold a political rally or something, you just need a city parade permit, and the city worries about the environmental impact if any, right?

He didn't have to he and his administration has been making verbal war on the Tea Party and Fox News since day one.
