19 failures in two winters (so far) and no investigation? The city building dept is just fucking lazy. If I owned one of these structures, I'd be having a structural engineer do an in-depth inspection and get the damn thing fixed.

Well that explains it. My experience with flat rooves was related to schools. They are built that way for ease of upward expansion.Flat roofs are cheaper to build and more expensive to maintain. Large chain corporations like flat roofs with the assumption they will relocate before a pitched roof is worth the investment. They like disposable architecture.
This particular issue stems from the parallel chord wooden truss design that was used. I see these in use for some low sloping roofs too. There are parallel chord trusses in my company building but they are steel and do not rely on nail plates as tension fasteners between two wood butt joints.Flat roofs are cheaper to build and more expensive to maintain.
