Yup, while passenger planes overfly, cargo planes stop for fuel.
I've been on a military chartered passenger flight from LA to Japan that made a scheduled fuel stop in Anchorage. In fact, it was my first time to Alaska. Thankfully, not my last.
 
Once upon a time, most all planes to Asia stopped for fuel in Anchorage. Air Force One still does.
 
Not Alaska related but was once on a civilian airline flight, LA - Osaka, that made an unscheduled (precautionary) fuel stop on Wake Island. Pilot announced winds-aloft were not as reported before take-off.
