1) Immigration law would not address the conduct of Federal law enforcement. It addresses the laws those officers enforce.

2) Your state and local police also wear masks at times.

3) Federal officers wearing masks, using full automatic weapons, and etc. would be covered under 'sovereign immunity'. Sovereign immunity applies to legal liabilities and it also applies to conduct that might be illegal in a state or city when the topic is Federal activity.

A state can ban masks on law enforcement. That law will not apply to the Federal government. It just won't. And anyone trying to enforce state or local laws on the Feds will be the focus of Federal authority. That's just how it works.
